Cambridgeshire County Council

Proposals for generating energy from renewable energy sources, such as wind, will be favourably considered. Local Planning Authorities will consider areas of search for generating energy from wind in locations that: (i) Attain adequate wind speeds; (ii) Do not cause unacceptable impact on residential amenity or to the local environment; (iii) Can be efficiently connected to new or existing energy demands. Supplementary Planning Guidance may be needed to define areas most suitable for generating energy from wind, particularly the potential for development of wind farms. Account should be taken of the local ecology and sensitive landscapes or where radar coverage for aviation may be affected. Local Planning Authorities should consult the Civil Aviation Authority with regard to defining areas of search.

Cumbria County Council

Environment, Landscape, Archaeology and Conservation Areas - Developers should assess the effects of potential schemes, alone or cumulatively, on biodiversity sites, habitats and species and identify measures to avoid or mitigate harm to them and secure their conservation and enhancement. Where a scheme, alone and in combination with other plans and projects, could have an impact on an internationally designated site, developers must carry out an assessment of the likely significant effect of the scheme in accordance with the Habitats Regulations. Developers should pay particular attention to assessing the effects of wind energy schemes, alone and cumulatively with other developments, on bats, birds and other mobile species, both within and outside a site. Measures should be identified to avoid or mitigate harm to these species and secure their conservation and enhancement. Consideration should be given to effects on soils, hydrology and water quality in and around a site. Development should avoid harming soils, hydrology and water quality that would negatively affect habitats of principal importance for the conservation of biodiversity, or other protected species or habitats.

Transport Infrastructure and Driver Safety - A formal transport assessment should be carried out for the route to a site and its access. When determining any improvement measure consideration should be given to biodiversity and landscape and visual effects.

Local Amenity, Community and Resources - Developers should engage with the local community early in the design process to help identify issues that could help influence the overall design of a scheme. The potential for community benefits should be explored with the local community and local planning authority. When determining the siting and design of turbines the proximity of noise sensitive developments must be considered along with appropriate mitigations to ensure that any turbine generated noise is at an acceptable level with other background noise. A noise assessment must be carried out to ensure that any turbine generated noise is at an acceptable level with other background noise. Developers should demonstrate the advantages and disadvantages for the local economy taking into account the local characteristics of the area and economy.

Electromagnetic Interference and Communications - Developers should contact OfCom at the outset of a project to determine any effects on telecommunications operators. This will assist with decisions on the final siting and design of a scheme and help identify any mitigation necessary.

Decommissioning - No official guidance is in place for the provision of decommissioning agreements after the cessation of use of a proposed development.

Other Issues - Developers should enter into early dialogue with aviation stakeholders to identify any key issues that need to be addressed. An assessment of the effects of a proposal on international and national designations and their settings should be carried out. Negative effects should be reduced through appropriate mitigation.

Dorset County Council

Local planning authority approval is required before installing a wind turbine. Typical issues that need addressing include visual impact, noise, and possible changes to the character of conservation areas or listed buildings. As a rule stand alone turbines with mast heights lower than 15 metres do not need Environmental Impact Assessment (EIA) and may not be ruled out in Areas of Outstanding Natural Beauty (AONBs) and Heritage Coasts as long as there is no serious environmental detriment to the area concerned.

Gloucestershire County Council

In Gloucestershire it is necessary to consider the potential constraints of wind turbines, as there are a range of factors to take into account to determine an 'accessible wind resource'. The 'accessible wind resource' is that which could come forward pending detailed site specific consideration of national, regional and local planning policy criteria (including PPS22: Renewable Energy), the statutory planning process, Environmental Impact Assessment, site-specific wind speeds, stakeholder consultation (local planning authority, communities, town and parish councils, MOD, NATS En Route Radar Ltd and airports, for example) as well as landowner and developer interest. Accessible wind resources is identified by first agreeing the study area and then: (i) Mapping wind speeds (greater than 6 metres per second at 45 metres height is necessary for a viable wind turbine); (ii) Considering noise - distance to sensitive receptors including houses and settlements; (iii) Applying a buffer to key infrastructure (roads, rail and power lines) - turbines may be unsuitable within 125 metres of roads, rail and power lines, due to what is sometimes called the 'topple distance'; (iv) Identifying environmental designations - landscape and ecological, for example key nationally designated sites of landscape or ecological value which may be more sensitive to the potential effects of wind turbines; (v) Mapping other constraints - microwave communication links and rivers; (vi) Establishing areas of search - areas with no identified constraints; (vii) Estimating the accessible wind resource - the number of turbines that could be accommodated within the unconstrained areas.

Leicestershire County Council

There are many potential national and local planning policies and considerations that could be relevant to a development proposal. The policies contained within the 'development plan' are the starting point for considering a planning application. Generally, planning policy seeks to promote sustainable development and the contribution that renewable energy makes to mitigating and adapting to climate change, is an important national objective that is reflected through the planning system. This has to be balanced with the environmental, economic and social impact that such proposals may have.

Lincolshire County Council

Environment, Landscape, Archaeology and Conservation Areas - Wind energy developments should be located outside highly sensitive landscape areas as defined in Landscape Character Assessments (LCA). They are located outside of areas defined in LCA as having a low landscape capacity to visually accommodate wind turbine development. Wind farms should not be located within the Lincolnshire Wolds Area of Outstanding Natural Beauty or within 2km of the boundary of the Lincolnshire Wolds Area of Outstanding Natural Beauty or greater where there are specific views present so as not to negatively impact upon views into or out of the designated area. Sand dunes and coastal conservation areas should be afforded protection from discordant developments. Wind farms should be located outside of the coastal strip, formally defined as the coastal conservation area, and those outside of the coastal strip should demonstrate they would not have a detrimental impact upon the open coast. Wind turbine development should not take place in locations where the context of a historic garden, park, battlefield or designated conservation area would be visually compromised (dependent upon a site specific assessment), or where the development would be in or in proximity to an international site of nature conservation interest and of a Site of Special Scientific Interest.

Transport Infrastructure and Driver Safety - Access for construction and maintenance vehicles is an issue in rural areas, particularly where improvements are required. In such circumstances commuted sums would be required for highway improvements and reinstatement. In addition, it may be appropriate for proposals to be subject to routing agreements and bonds for construction traffic, which should be agreed prior to determination of a planning application, in order to mitigate against the impact of construction vehicles on rural communities.

Local Amenity, Community and Resources - Wind farms should be located a sufficient distance from towns and villages so as not to be too prominent, for example, outside of 2km from defined settlement boundaries. There are defined areas of historic landscape and townscape importance in Lincolnshire, and to protect the integrity of such sites in the immediate vicinity is a priority. Wind turbine development should not take place in locations where the visual significance of church spires and historic/architecturally important buildings (such as Lincoln Cathedral) would be compromised. Amenity of existing residential occupants must be maintained at an acceptable level. Therefore, the following criteria should be applied: (i) No wind turbine developments shall be constructed in close proximity of a residential property (the accepted distance for separation is 700 metres), however, noise and amplitude modulation issues can be present up to 2km away. Therefore, unless through assessment, it can be demonstrated that there would be acceptable noise levels within the 2km radius of a residential property, the minimum distance should be 2km. (ii) No wind turbines shall be constructed within a distance of a factor of ten times the diameter of the blades of a residential property to mitigate against flicker, unless intervening topography/structures negates the impact. (iii) Wind farm developments must demonstrate that they would have no unacceptable impact due to noise, amplitude modulation, low frequency, low frequency sound or vibration on residential amenity. Local Economy: Whether individually or cumulatively, wind farm developments should not have a negative impact upon the local economy, particularly upon tourism. Benefits: Large scale renewable proposals should demonstrate that they deliver economic, social, environmental and community benefits that are directly related to the proposed development and are of a reasonable scale and nature to the local area.

Electromagnetic Interference and Communications - The presumption is for connecting cables to be placed underground and use made of existing or replacement pylons (of the same size and scale) along existing routes to carry the additional base load cabling.

Decommissioning - The decommissioning of wind farm sites should include the removal of all infrastructure whether above or below ground (including the turbine bases and access roads within the site). This will be achieved via Sc 106 planning obligations or planning conditions attached to the permission. In addition, a bond should be in place with the relevant local authority to ensure the cost of reinstatement does not fall to the taxpayer.

Other Issues - Wind farm developments are considered inappropriate in the following areas and consequently should not be located within 2km of: Coastal Country Park; Witham Valley Country Park; Trent Vale; Lime Woods; Kirkby on Bain Valley; Baston Fen; Laughton Woods; Cover Sands; South Kesteven Uplands; Coastal Grazing Marshes; Any areas identified as being of Greater Landscape Value; All sites designated as SSSIs and any wildlife sites designated in the county in order to protect ecology and diversity as laid down in the Biodiversity Action Plan. Wind farms should be located such that they would not merge with the existing developments, thereby resulting in a negative cumulative visual impact. Settlements of more than 10 dwellings should not have wind turbine developments in more than 90 degrees of their field of view (10km from windows in residentialm properties). Individual dwellings dwellings should not have wind turbines in more than 180 degrees of their field of view.

Norfolk County Council

It is essential for developers to demonstrate that the development can be physically reached by approach roads (either public or private) that are suitable to cater for the delivery of the components used during construction. The development must be served by approach roads with the capacity to cater for the type and level of traffic likely to be generated, without prejudice to highway and pedestrian safety (including public rights of way). Adequate traffic management measures need to be agreed and implemented - particularly for any cable routes.
